The complication of Rafale Deal came to limelight when Congress President Rahul Gandhi raised questions related to Rafale deal in the Indian parliament.
So let's start from the beginning, In the year 2001, Indian Air force demanded medium multi-role combat aircraft from Indian Government.
Then in the year 2007, this demand of MMRCA by Indian Air force took the next level, obviously buying process.
In 2007, The Defence Minister of India Mr. A. K. Antony gave the approval to buy126 fighter aircraft after the bidding goes on in which so many international aircraft manufacturing companies showed their interest with their aircraft such as Boeing's FA-18 Super Hornet aircraft, Lockheed Martin's F-16 aircraft, Russia's MIG - 35, Sweden's Sharp Screeper, URO fighter tyfun, and Dassault Aviation's Rafale.
So according to the business golden rule, who can hit the lowest bid, Dassault Aviation won.

So the estimated cost was 54 thousand crore for 126 fighter jets.
In this 126 fighter jets, India will get 18 fighter jets in ready to fly condition and remaining 108 fighter jets in the transfer of technology (in pieces which will get assembled in India by Hindustan Aeronautics Limited).
Now just like any particular business deal negotiation took it's place between Dassault Aviation and the Indian Government.
This negotiation took so much time due to the Presidential Election in Russia year 2012, after that the General Election in India year 2014 in which Congress lost the election and BJP came into the central ministry and again in 2017 the Presidential Election in France.
Now BJP took a glance at this Aircraft deal and made a decision to buy 36 ready to fly Aircraft and the denial of transfer of technology to save time.
Now, this deal took the next step in January 2016 where India and France Government confirmed the deal and according to this deal Dassault Aviation and it's partner companies like Safran and Thales have to share their technologies with DRDO, HAL and Reliance Defence Limited.
According to the final agreement India has to pay 58 thousand crore rupees to buy 36 ready to fly Rafale Aircraft. In this deal, India will also get METEOR missile.
There is one more condition in this Rafale deal which is France has to invest 30 percent of this 58 thousand crore in the field of Military and Aeronautics Research in India and 20 percent of this 58 thousand crore in the field of production of Rafale components in India.
This is the whole Rafale deal right in front of you.
Well, I am not sure about all the accusation brought up by Congress based on which facts.
Might be this is all for the election which is going to happen in 2019.
